About this opportunity

The City of Greenbelt, Maryland Department of Planning & Community Development is requesting proposals for consulting services to develop a comprehensive Vision Zero Action Plan, conduct a health analysis, and design and evaluate up to three quick-build demonstration projects, with proposals due October 2, 2026 at 3:00 PM and a mandatory pre-proposal conference on September 16, 2026 at 11:00 AM at the Greenbelt Community Center.

The scope encompasses project management planning, existing-conditions and transportation-safety analysis including crash analysis and High Injury Network mapping, health analysis framework development with community health assessments, public engagement with three public workshops and stakeholder interviews, demonstration-project implementation from site selection through evaluation, and a final Vision Zero Action Plan with prioritized project lists and funding strategies using a Safe System Approach. All deliverables become property of the City.

The total project budget is $250,000: $200,000 from a Federal Highway Administration Safe Streets and Roads for All Planning and Demonstration Grant (Federal Award No. 693JJ32540818) and $50,000 local match from the City. The anticipated allocation designates $190,000 for professional services and $60,000 for demonstration project implementation. The contract term extends from execution through June 30, 2028. Cost proposals will be evaluated for reasonableness and completeness rather than lowest price.

Technical evaluation is weighted at 100 points across understanding of project scope, SS4A/Vision Zero experience, health analysis experience, public engagement approach, demonstration-project experience, project team qualifications, and state/local government experience. Cost proposals are worth up to 10 points; optional interviews may add up to 20 points for a maximum possible score of 130 points (110 if interviews are not conducted). The consultant must comply with 2 CFR Part 200, Title VI of the Civil Rights Act, Americans with Disabilities Act, NEPA, and Build America Buy America Act, and maintain comprehensive insurance including $1,000,000 professional liability per claim with the City named as additional insured. Consultant selection is expected by October 31, 2026, with City Council approval on November 9 and Notice to Proceed on November 16.
