About this opportunity
Sacramento County's Department of Transportation is seeking bids for the Green Tree Dr and East Pkwy Improvements Project, a comprehensive infrastructure enhancement initiative spanning areas along Franklin Boulevard, Green Tree Drive, and East Parkway. The project requires a General Engineering Contractor with a Class A license to complete extensive roadway improvements including clearing and grubbing, tree removal, roadway excavation, aggregate base installation, asphalt pavement construction, concrete curbs and sidewalks, street lighting, fencing, and roadside signage. Bid submissions are due on July 10, 2025, at 2:00 pm, with pre-bid questions required by June 26, 2025. Contractors must be registered with the California Department of Industrial Relations and comply with prevailing wage regulations, California Air Resources Board Advanced Clean Fleets regulations, and SB 1383 requirements for recycled materials and organic waste reporting. Bid guarantees must be a minimum of 10% of the total bid, submitted as a bid bond, certified check, or cashier's check, with the contract to be awarded based solely on the base bid.
The project emphasizes non-discrimination and civil rights compliance, requiring contractors to adhere to Title VI Non-Discrimination Assurances and Federal Highway Administration (FHWA) contract provisions. Contractors must ensure equal opportunities across race, color, national origin, age, sex, and disability status, with potential sanctions for non-compliance including payment withholding or contract termination. The estimated construction budget is $312,000, with a contract completion time of 40 working days. Insurance requirements include $3 million in general liability coverage, and contractors must submit a Water Pollution Control Plan and comply with Best Management Practices for environmental controls. Liquidated damages are set at $3,200 per day for delays beyond the specified working days. The project is part of a broader Neighborhood Improvement Initiative targeting blighted communities in Supervisorial District 2, with a focus on comprehensive infrastructure enhancement and community development.
