About this opportunity
Events DC (the Washington Convention and Sports Authority) is soliciting bids for green roof maintenance services at the CareFirst Arena on the St. Elizabeth's East Campus in Congress Heights, with responses due by 3:00 P.M. on June 23, 2026 and questions due by June 15, 2026.
The contract is subject to District of Columbia certification-based preference scoring under DC Code 2-218.43. Certified small businesses receive 3 preference points; resident-owned businesses, longtime resident businesses, and equity impact enterprises each receive 5 points; and local businesses, disadvantaged businesses, veteran-owned businesses, and local manufacturers each receive 2 points, for a maximum of 12 preference points. For contracts exceeding $250,000, awardees must subcontract at least 35% of contract value to certified Small Business Enterprises. Additionally, contracts of $100,000 or greater trigger a requirement that 51% of new hires be District of Columbia residents.
The scope comprises monthly green roof maintenance from March through November on approximately 21,000 square feet of installed green roof, including cultivation, trimming, pruning, weeding, soil testing, nutrient management, drain clearing, and supplemental sedum plantings. Services are performed 8:00 A.M. to 5:00 P.M., Monday through Friday, coordinated with Events DC's Contracting Officer's Technical Representative to avoid interference with facility operations. Contractors must provide a lead technician with OSHA 10 training, technicians trained in fall arrest systems, and all required licenses and certifications. Detailed stewardship reports must be submitted within seven business days after each service visit.
The contract base term runs October 1, 2026, through September 30, 2027, with four optional one-year renewals. Awards are made to the responsive bidder offering the lowest aggregate overall price evaluated over contract life. Bidders must submit firm fixed monthly pricing, W-9, tax certification affidavit, ACH authorization form, DSLBD certification letter if applicable, three customer reference letters, and a conflict-of-interest disclosure statement. Contractors must maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, along with workers' compensation, automobile liability, and cyber liability coverage. Payment is rendered within thirty days of proper invoice submission; a 2% discount applies if payment is made within ten business days.
