About this opportunity
Greater Rockford Airport Authority is requesting proposals for design, fabrication, delivery, and installation of a monument entrance sign at Chicago Rockford International Airport in Rockford, Illinois under RFP #26-21, with proposals due October 16, 2026 at 10:30 a.m. CDT. The contract is subject to FAA Airport Grant Assurances, Buy American preferences under 49 U.S.C. § 50101, Davis-Bacon Act provisions, and prevailing wage requirements — federal compliance filters for all bidders.
The scope requires a new monument sign prominently displaying "RFD" with professional architectural appearance, appropriate site scaling, and visibility in daytime and nighttime conditions. The sign must utilize durable exterior-grade materials resistant to corrosion, fading, and deterioration in Northern Illinois weather; be designed to withstand applicable wind, snow, ice, and temperature loads; minimize maintenance; and avoid safety hazards such as sharp edges or exposed fasteners. The existing sign will be demolished and replaced. The sign pad measures approximately 4 feet by 15.5 feet, with surrounding landscaping block dimensions of 26.9 feet by 14.75 feet.
The base bid budget is $90,000, with separate line items for Alternate 1 (demolition of the existing sign) and Alternate 2 (landscaping labor). Contractors must demonstrate a minimum of five years of experience designing and installing monument signs, proper licensing, adequate staffing and equipment, and proven track records meeting design and budgetary requirements. All submissions must include a minimum of three references with pictures and documentation of similar work. A performance bond and commercial general liability and employers liability insurance coverage are required.
Evaluation criteria include projected fit to GRAA landscape (20 points), contractor experience and qualifications (20 points), proposal thoroughness (20 points), comparable work review (20 points), safety record and protocols (10 points), and perceived ability to meet budget (10 points). An optional pre-bid meeting was held October 1, 2026. Questions were due October 8, 2026. Proposals may be submitted in hard copy to Chip Geiger at 60 Airport Drive, Rockford, Illinois 61109, or electronically via BidNetDirect.com.
