About this opportunity

Sam Houston State University is requesting proposals for grease trap cleaning services and waste management services with proposals due September 14, 2026 at 3:00 p.m. Central Daylight Time, and a mandatory pre-proposal conference and site visit on September 1, 2026 at 3:00 p.m. CT at SHSU's Physical Plant in Huntsville.

A Historically Underutilized Business (HUB) Subcontracting Plan is required for all proposals exceeding $100,000 in total contract value. Vendors may submit separate proposals for each service category or combine both in a single proposal.

Grease trap cleaning and pumping services span nine locations across the main Huntsville campus, The Woodlands Center, and Conroe campus, with tank sizes ranging from 10 to 15,000 gallons and servicing frequencies from annual to quarterly depending on location. Waste management services require weekly recurring pumping of a 1,000-gallon holding tank at the Southeast Texas Applied Forensic Science Facility plus four-hour emergency response capability.

The contract term runs September 1, 2026 through August 31, 2027, with options to extend for up to three additional one-year periods not to exceed three years total from initial award. Payment terms are NET 30 days under the Texas Prompt Payment Act. The University reserves the right to award based on low line item bid, low total of line items, or any other combination serving its best interests and to contract with multiple vendors or reject any bid items at its sole discretion.

Evaluation is weighted as Price (50 points), Resources/Qualifications/Staffing/Safety (25 points), Experience with government or educational entities (15 points), and Business History/References/RFP Response Quality (10 points). Proposers must submit proof of insurance naming SHSU as additional insured, complete background checks on all employees, and comply with SHSU drug-free workplace, non-discrimination, and fire safety policies. SHSU encourages use of TXMAS or cooperative purchasing agreements including Choice Partners, E&I, First Choice Cooperative, NCPA, OMNIA Partners, Provista PSA, Sourcewell, Southeast Texas Purchasing Coop, TASB BuyBoard, TIPS, UT Supply Chain Alliance, and Vizient. Written questions are due September 2, 2026 at 3:00 p.m. CT via BearKatBuy Sourcing Director. Contact: Emily Cryer, egc044@shsu.edu or 936-294-1905.
