The scope encompasses headstone raising, realignment, and cleaning; grading and turf installation of disturbed areas across the 1,000-burial cemetery. Work is structured as a lump sum base bid with six additive alternates. The base contract duration is 540 consecutive calendar days from commencement, with alternates ranging from 60 to 150 calendar days. The contractor must perform not less than 20 percent of total contract cost with its own organization and may employ only joint contractors or subcontractors listed in the bid proposal.
The estimated construction cost is between $2.5 million and $5 million. The project is funded through the U.S. Department of Veterans Affairs State Cemetery Grant Program. A Project Labor Agreement (PLA) is required; the awarded contractor must submit a fully executed Agreement-To-Be-Bound within 14 calendar days of award and obtain Letters of Assent from all subcontractors. Liquidated damages are assessed at $200 per calendar day for failure to meet schedule.

A Certificate of Vendor Compliance from the Hawaii Compliance Express website and valid state and federal tax clearances are required for contracts of $2,500 or more. Liability insurance must carry a combined single limit of not less than $1 million and aggregate limits of not less than $2 million.
