About this opportunity

The Town of Glastonbury is requesting bids for gravel crushing operations at the Bulky Waste Facility, 1145 Tryon Street, Glastonbury, Connecticut, under ITB GL-2027-15, with bids due September 24, 2026 at 11:00 a.m. EDT via the Town's e-Procurement portal. A non-mandatory pre-bid meeting is scheduled for September 15, 2026 at 11:00 a.m. at the facility site.

The scope is crushing approximately 15,000 tons of bituminous concrete and aggregate materials to 2" minus gravel, with work completion required within one year of award. Operating hours are restricted to 7:00 a.m. to 3:00 p.m., Monday through Friday, excluding Town holidays, with a maximum of 75 truckloads per day and 250 loads per week permitted for material sales. The Town will retain approximately 10% of crushed material on-site; the contractor must identify and obtain Town approval for disposal locations for the remaining 90%. Alternate pricing for removal of the 90% disposal volume is requested. Bidders specify pricing, payment terms, and delivery terms (FOB Destination).

Award will be determined based on cost per ton and projected total crushing cost, including mobilization and equipment operation. A bid bond equal to 10% of the total bid amount must accompany electronic submission, with the original bond mailed to the Purchasing Agent within 24 hours of virtual bid opening. If the successful bid exceeds $100,000, performance and labor and material payment bonds in the full contract amount are required before purchase order issuance. Contractors must provide Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Umbrella Excess Liability ($1,000,000). The Town encourages Minority and Women's Business Enterprises to respond. Municipal projects are exempt from Federal Excise Taxes and Connecticut Sales, Use, and Service Taxes. Contact Nicole Melquist, Purchasing, at 860-652-7588 or Nicole.Melquist@glastonbury-ct.gov.
