About this opportunity
Bernalillo County's Purchasing Section of the Procurement and Business Services Department is issuing Request for Bids (RFB) #51-26-NM on behalf of Parks and Recreation to establish a Price Agreement for the supply of gravel and landscaping materials. The procurement encompasses a comprehensive range of materials including decorative rock in various colors and sizes (grey round, grey crusher fines, base course, cobble, boulders, rip rap, Santa Fe brown, plum, ultraviolet, and gold), dirt and fill materials, sand, asphalt millings, and landscape materials such as flagstone, retaining wall blocks, pavers, manufactured stone and brick, outdoor tiles, weed barrier fabric, and landscape water feature materials. The bid form includes 35 line items for material pricing and 10 delivery charge line items organized by county quadrants and vehicle types (tandem trucks 11-13 tons and end dump trucks 22-25 tons), with deliveries required Monday through Friday between 7:00 AM and 5:00 PM, F.O.B. destination Albuquerque, New Mexico. Bidders must have a store location within 15 miles of the City of Albuquerque Metropolitan area and must bid on all items within each section to be considered responsive. The RFB was posted on May 10, 2026, with sealed bids due electronically through the County's Bonfire eProcurement system no later than June 3, 2026, at 2:00 PM Mountain Time, followed by a virtual bid opening via Microsoft Teams. Bidders must submit firm fixed pricing with all incidental charges included, prompt payment discount terms allowing a minimum of 20 days for payment, and a Pay Equity Reporting Form or valid Pay Equity Business Certificate, with failure to do so potentially resulting in bid disqualification.
The County applies multiple set-aside preferences to encourage participation from qualified vendors, including a five percent preference for State Resident Business, eight percent for Native American Resident Business, ten percent for State Resident Veteran Business, and up to five percent each for Local Business, Small Business (fewer than 50 employees), and Pay Equity businesses, with total preferences capped at 18 percent and County preference dollar amounts not exceeding $180,000. The resulting agreement will be a four-year term contract with the option for the contractor to terminate on an annual basis by providing 60 days' written notice, and pricing must remain firm for the first 12 months, with any price increase requests subject to annual evaluation and written County approval. Contractors are responsible for reporting supplier price decreases within 24 hours and passing savings to the County immediately. Required insurance coverage includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 per accident, and workers' compensation coverage with statutory limits. The County reserves the right to award to multiple contractors, reject any or all bids, increase or decrease quantities, and make award decisions on either a total or item-by-item basis. No specific budget range or award values are listed in the solicitation documents.
