About this opportunity
The Kentucky Transportation Cabinet Division of Purchases is requesting bids for grave relocation services in Magoffin County under an FHWA ER-eligible project, with electronic bids due November 6, 2026 at 1:30 PM Eastern Time and an anticipated award date of November 13, 2026. The contractor must be a duly licensed funeral director operating under KRS Chapter 316 and complying with all applicable disinterment and reinterment regulations under KRS 381.765, 600 KAR 3:020, and 901 KAR 5:090.
The scope encompasses disinterment, transportation, and reinterment of remains for three individuals from the Brown Family Gravesite located along KY 114 (Mountain Parkway), Parcel No. 508, to Prater-Preston Cemetery in Salyersville, Kentucky. The bid sheet contains 14 line items covering disinterment services, grave marker provision and installation, transportation of remains and markers, reinterment services, ground clearance and brush removal, and monument transportation and reset. All remains are in vaults; the contractor must be prepared to replace vaults if deterioration or damage is discovered during disinterment, with replacement costs addressed through contract modification. The awarded contractor assumes responsibility for opening and closing reinterment plots, seeding and strawing, supplying necessary equipment at both locations, pouring monument footers, and setting monuments. Interested bidders must contact Amy Ishmael at 606-291-9641 to view both cemetery locations prior to submission. Vendors must bid all line items to be considered responsive.
This is a one-time, non-renewable contract funded through FHWA, requiring compliance with Davis-Bacon Act wage determinations, Buy America provisions, and Build America Buy America (BABA) requirements. The DBE participation goal is 0 percent. A performance bond equal to 100 percent of the contract price (or $20,000 if the price is $20,000 or less) and Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate are required. Electronic bids must be submitted through the Kentucky Vendor Self Service e-procurement system at https://vss.ky.gov. Written questions were due October 26, 2026 at 3:00 PM Eastern Time, with responses posted by October 30, 2026.
