About this opportunity

The Kentucky Transportation Cabinet's Division of Purchases is soliciting bids through Request for Bid 605 2700000201 on behalf of its Division of Right of Way and Utilities for grave relocation services in Floyd County, with bids due November 23, 2026 at 1:30 p.m. Eastern Time. The contract is federally funded through the Federal Highway Administration, requires Davis-Bacon Act wage determinations and Build America, Buy America (BABA) compliance, and carries a 0 percent Disadvantaged Business Enterprise goal.

The awarded contractor must hold a funeral director license under KRS Chapter 316 and remove and relocate 11 graves from the Campbell-Fitzpatrick Family Cemetery to Gethsemane Gardens Cemetery in Prestonsburg, approximately 8 miles away, for Project No. 12F0 FD52 077 5735701R (US 460 to KY 404). Work covers disinterment, reinterment containers in small, medium, and large sizes, monument removal, transport and installation, ground clearance, and additional trenching. The contractor must be present or represented by licensed personnel during all disinterment and reinterment operations and must comply with KRS 381.765 and 901 KAR 5:090. The Cabinet's grave relocation agent provides state supervision.

The contractor must furnish a performance and surety bond equal to 100 percent of the contract price, with a $20,000 minimum if the contract is $20,000 or less. Required insurance includes Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Kentucky workers' compensation, and automobile liability if applicable.

Bidders enter $0.01 in the e-procurement line item and submit actual unit prices on a separate bid sheet covering 54 line items, organized by each, per mile, or per hour. Bidders must price all line items to be considered for award. Submission runs through the Kentucky Vendor Self Service system at vss.ky.gov. Gethsemane Gardens Cemetery handles grave opening and closing, monument footers, and monument setting, and the awardee arranges reinterment directly with Cody Branham at 606-226-0385. No mandatory site visit is required, but bidders are encouraged to contact Amy Ishmael at 606-291-9641 to view both cemeteries before bidding.

The solicitation was posted November 2, 2026, with a tentative award date of November 30, 2026. The engagement is one-time, with no renewal options.
