About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is requesting bids for grave relocation services in Breathitt County under RFB 605_2600000661, with bids due July 7, 2026 at 1:30 p.m. Eastern Time and an anticipated award date of July 17, 2026. A 0% DBE goal applies. The project is federally funded through the Federal Highway Administration and requires compliance with Davis-Bacon Act wage determinations and Buy America / Build America Act requirements.

The scope involves disinterment and relocation of four graves from the Noble Family Gravesite (necessitated by KY 205 highway improvement construction, Item No. 10-375.00, Project No. 12F0 FD52 013 1208001R) to Jackson Cemetery on Highway 15 North in Jackson, Kentucky, approximately 15 miles away. The contractor must be a licensed funeral director and perform disinterment, removal, transportation, and reinterment of remains; removal and relocation of monuments and markers; and supply reinterment vaults. One deceased individual's remains are expected to be in a vault, with provisions for vault replacement if damage is discovered during disinterment. The contractor must provide all equipment for site access, coordinate with Jackson Cemetery contact Rick Turner at 606-568-3339, and complete all work within 30 days of receiving notice to commence work, weather permitting.

Bidding requires submission of unit prices for disinterment, reinterment containers, vaults, reinterment, and monument/marker services on the provided bid sheet through the Kentucky Vendor Self Service portal. A performance bond equal to 100% of the contract price is required prior to award. Payment is 90% upon work completion and 10% upon the grave relocation agent's determination that all work is satisfactory and completed without property damage. The contractor must maintain commercial general liability insurance (minimum $1 million per occurrence, $2 million aggregate), Kentucky workers compensation insurance, and automobile liability if applicable. Questions are due June 23, 2026, with responses posted by June 26, 2026.
