About this opportunity

The City of Tampa Water Department is soliciting sealed bids for the supply of Granular Activated Carbon (GAC) and Sand Filter Media on an as-needed basis under Bid No. 26-P-00244, with bids due electronically through the OpenGov eProcurement Portal by 3:30 p.m. on May 14, 2026. The procurement requires qualified vendors to supply filter media for two filter sizes—large filters measuring 32' x 16' requiring 2,134 cubic feet of GAC and 768 cubic feet of sand, and small filters measuring 30' x 10' requiring 1,260 cubic feet of GAC and 540 cubic feet of sand—with both filter types requiring 25 inches of GAC depth and 9 inches of sand depth. The awarded vendor shall be responsible for removing and disposing of existing filter media, inspecting underdrains, completing pre-approved repairs, and re-bedding filters with new media at the David L. Tippin Water Treatment Plant. GAC must meet American Water Works Association (AWWA) Standard B-604-05 with National Sanitation Foundation (NSF) 61 certification, with an effective size of 1.0-1.2 mm and specified uniformity coefficients, and materials shall be furnished with delivery required within 14 working days of order receipt. The awardee must provide a manufacturer's warranty at shipment and guarantee materials free from defects for a minimum of 90 days from acceptance. Award will be made to the lowest responsive, responsible bidder based on firm, all-inclusive pricing with all costs including shipping F.O.B. Tampa, Florida, applicable taxes, royalties, and patent-related costs; the City reserves the right to award by division or aggregate total. The initial award period is for one year from the effective date, with options for three additional one-year renewal periods by mutual written agreement and supplemental unilateral renewal options of up to three additional thirty-day periods at the City's discretion, with price escalation permitted annually after the first year not to exceed the previous year's Consumer Price Index for All Urban Consumers (CPI-U) percentage change.

This procurement includes a sheltered market provision for Small Local Business Enterprises (SLBEs) with a 5% bid discount for SLBE firms not to exceed $10,000, and the City has classified this as a Traditional Solicitation without specific subcontracting goals for certified SLBE participation; bidders utilizing SLBE subcontractors must submit completed Letters of Intent (DMI-40 Forms) within ten workdays after notice of intent to award and must provide executed subcontract agreements or purchase orders prior to commencement of work. The contract requires compliance with accessibility standards as established in the City of Tampa's ADA Requirements document, mandating that proposers submit comprehensive accessibility documentation including an Accessibility Conformance Report based on the Voluntary Product Accessibility Template (VPAT) demonstrating conformance to WCAG 2.2 Level AA standards and Section 508 federal accessibility requirements. Vendors must also provide Safety Data Sheets (SDSs) in compliance with OSHA Hazard Communication Standards, following the standardized 16-section format effective June 1, 2015, and must comply with specific underdrain system specifications and installation requirements using Leopold underdrain systems with Xylem Field Service Representative instruction and certification. The estimated contract amount is $1,000,000.00, with the City of Tampa Water Department reserving the right to consider Hillsborough County Government Purchasing Council (GPC) members' potential use of this award and permitting other governmental agencies to utilize the contract under the same terms and conditions.
