About this opportunity
The City of Grantsville, located in Tooele County, Utah, is seeking prequalified contractors for the construction of a comprehensive Wastewater Treatment Plant (WWTP) upgrade project. The procurement process requires potential bidders to submit a complete Qualification Statement to be evaluated and selected for bidding. The project encompasses extensive infrastructure improvements, including upsizing and rerouting sewage piping, upgrading lift stations, constructing new headworks, grit chambers, nutrient removal and aeration basins, secondary clarifiers, UV disinfection systems, and solids handling facilities. Contractor qualification requirements are rigorous, mandating demonstrated experience with at least three water/wastewater treatment projects valued at $30 Million or more, with one project specifically valued at $40 Million, and proven capabilities in cold weather construction. Key evaluation criteria include technical expertise, financial capacity to bond a $50 Million project, comprehensive insurance coverage, and compliance with federal and state labor regulations. The prequalification timeline includes submittals due on November 4, 2025, prequalification notices issued on November 14, 2025, with bid opening expected in December 2025 and potential project award in December 2025 or January 2026.
The procurement is open to three specific contractor categories: General Contractors, Electrical Contractors, and System Integrators, with each category required to be prequalified separately. While no specific set-aside designations for disadvantaged enterprises are mentioned, contractors must comply with Build America Buy America (BABA) Act requirements and Davis-Bacon wage standards. The project appears to be funded through agency requirements, with an estimated project value approaching $50 Million. Electrical and systems integration contractors interested in participating must submit individual prequalification documents in coordination with general contractors. The project necessitates robust technical capabilities, including experience with complex municipal infrastructure development, cold climate construction techniques, and advanced wastewater treatment technologies. Successful contractors will need to demonstrate not only financial stability and technical expertise but also a comprehensive understanding of regulatory compliance, environmental standards, and municipal infrastructure development principles.
