About this opportunity
Greenville County, South Carolina, is soliciting sealed proposals through Request for Proposals #26077 to procure professional grant writer services for the Human Relations Department. The County seeks an experienced individual or firm to provide comprehensive grant writing support, including grant research and identification at local, state, federal, and private levels; proposal writing, editing, and submission; data gathering and compliance management; deadline tracking and award monitoring; staff collaboration; and post-award reporting and grant renewal assistance. Qualified candidates must possess a Bachelor's Degree in Communications, Education, Public Relations, Marketing, or a related field with three to five years of relevant experience, or an equivalent combination of education and experience. Key deliverables include samples of successful grant proposals, grant PowerPoint presentations, and assistance in maintaining grant reporting documentation. Candidates must demonstrate a proven track record of securing funding, advanced computer proficiency (including Microsoft Office applications and grant management software), excellent organizational and communication skills, and strong team-oriented abilities. The evaluation will be weighted equally across five criteria: responsiveness to the RFP (20 points), experience with similar projects (20 points), qualifications (20 points), cost (20 points), and references (20 points), with three professional references required from each respondent. Proposals must be submitted electronically through the County's online procurement portal by Tuesday, March 17, 2026, at 3:00 pm; questions may be submitted by Friday, February 27, 2026, at 5:00 pm. The County will review proposals from March 17 through April 10, 2026, with an anticipated award date of April 10, 2026, followed by contract negotiations through June 30, 2026, and a Notice to Proceed expected on June 30, 2026.
The RFP does not specify set-aside designations or restrictions limiting responses to particular types of organizations or disadvantaged enterprises. No incumbent vendors or current contractors are identified in the solicitation documents. There are no specified award values or budget ranges provided; however, pricing must be submitted on an hourly rate basis and other applicable fees, with unit pricing governing over extended pricing. The contract will be structured on an invoice basis with payment due within thirty days of invoice submission, and the County reserves the right to extend the initial term for up to four additional one-year renewal periods with thirty days' advance notice. Insurance requirements include general liability coverage of $1,000,000 per occurrence with $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and statutory workers' compensation with a $1,000,000 limit per accident, with the County named as an additional insured. Bonding is not required. All selected contractors must complete a Substitute Form W-9 providing taxpayer identification information and business details prior to contract execution.
