About this opportunity
The Nevada Division of Environmental Protection Bureau of Water Quality Planning is soliciting proposals for watershed-based plans and implementation projects to address nonpoint source pollution under the 2026 Nonpoint Source Pollution Management Program 319(h) grant funding cycle, with proposals due October 9, 2026 at 5:00 PM PST. Up to $900,000 in Clean Water Act Section 319(h) federal funding is available, contingent on receipt of the FFY26 federal award.
Eligible applicants include federal, state, local, and tribal governments; interstate and intrastate public agencies; public and private nonprofit organizations (501(c)(3)); and educational institutions. Watershed-based planning proposals target a 1–3 HUC 12 scale with a maximum budget of $80,000 and no matching fund requirement. Implementation projects addressing streambank stabilization, agricultural best management practices, low-impact development, rangeland improvements, and conservation easements must include a 50 percent non-federal match. Applicants seeking funding exceeding $200,000–$300,000 must contact NDEP staff prior to submission. All projects must align with EPA-accepted Watershed-Based Plans or approved Alternative Plans; implementation proposals without such reference will not be reviewed or eligible for award.
Funding is available on a reimbursable basis only; applicants must fund project expenses upfront and request quarterly reimbursement. Applicants must obtain all necessary federal, state, and local permits, a process that may require up to eight months. The typical period of performance is up to three years, with longer timeframes permissible. Award notifications are anticipated in late December 2026 or early January 2027, followed by one to three months of subgrant agreement development and execution. Support webinars are scheduled for August 10, 13, and 31, and September 3, 2026. Proposals must be submitted through NevadaEPro, the State of Nevada's electronic procurement system.
