About this opportunity
The State of Nevada Department of Human Services Division of Child and Family Services is soliciting applications through a grant subaward for the John H. Chafee Foster Care Program for Successful Transition to Adulthood, with a total funding opportunity of $1,200,000 across State Fiscal Years 2027 and 2028 (July 1, 2026, through June 30, 2028). The procuring jurisdiction encompasses three geographic regions: Clark County, Washoe County, and Balance of State/Rural Counties. Eligible applicants must provide comprehensive transitional services to youth who have experienced foster care at or after age 14, including assistance with high school diplomas and post-secondary education, career exploration, vocational training, job placement and retention, daily living skills training, financial management, substance abuse prevention, preventive health activities, adult mentoring, and support services for former foster youth ages 18 to 21. Key objectives include supporting successful transitions to adulthood and helping youth achieve educational and employment goals. Required qualifications vary by geography: child-welfare agencies are eligible in Clark and Washoe counties, while nonprofit and community-based organizations are eligible in rural regions. Applications are evaluated on a 175-point scale covering organizational goals and objectives, service plans, scope of work, budget narratives, agency self-assessment, and past compliance performance with Division of Child and Family Services grant management. The application deadline is May 1, 2026, at 5:00 PM PST, with a Question-and-Answer session running through April 13, 2026, and awards to be announced by mid-June 2026. Bidders conferences or site visits are not specified in the Notice of Funding Opportunity.
Eligible applicants are restricted to child-welfare agencies in Clark and Washoe counties and nonprofit and community-based organizations in rural regions, with no set-aside designations for disadvantaged enterprises specified in the solicitation. Current subrecipients are not guaranteed continued funding, and awards granted through this NOFO do not ensure future funding. All applicants must comply with a mandatory 20 percent match requirement, calculated as total project cost divided by 0.80 and multiplied by 0.20, and no more than 30 percent of Chafee funds may be used for room and board for youth ages 18 to 21. Funding will be distributed geographically with Clark County receiving 70 percent ($840,000), Washoe County receiving 20 percent ($240,000), and the Balance of State/Rural Counties receiving 10 percent ($100,000). Successful applicants must comply with federal and state regulations, maintain detailed financial documentation, submit monthly requests for reimbursement and financial reports by the 15th of each month, complete quarterly performance reports by specified deadlines, and participate in ongoing subrecipient monitoring. Submissions must be made through Nevada's electronic procurement system, NevadaEPro, with all pricing fields containing numbers and decimals only without commas.
