About this opportunity

The Oxford Area Sewer Authority is seeking bids for the Grant Street and Twin Ponds Pump Station and Force Main Project, a comprehensive infrastructure improvement initiative located in East Nottingham Township and Oxford Borough, Chester County, Pennsylvania. The project encompasses the installation of approximately 1,500 linear feet of 6-inch PVC force main, 130 feet of 8-inch PVC gravity sewer, and demolition of the existing Grant Street pumping station. Bidders must attend a mandatory pre-bid conference on Monday, September 15, 2025, at 10:00 am at the OASA office, with electronic bid submissions required via the PennBid Program by 2:00 pm on Wednesday, October 8, 2025. Qualification requirements include compliance with prevailing minimum wage rates, non-discrimination standards, and adherence to the Steel Products Procurement Act, which mandates the use of US-produced steel products. Evaluation criteria will likely focus on technical capabilities, compliance with project specifications, and competitive pricing, with bidders required to submit comprehensive documentation including construction schedules, technical submittals, and performance guarantees.

The contract appears to have no specific set-aside designations for disadvantaged enterprises, with the project open to qualified contractors capable of meeting the technical and administrative requirements. The contract includes specific performance parameters, with a 120-day timeline for substantial completion and 150 days for final completion, accompanied by liquidated damages of $1,000 per day for delays. While a specific budget range is not explicitly stated, the project's comprehensive nature and infrastructure scope suggest a significant municipal investment. The project will be funded through the Oxford Area Sewer Authority and will require comprehensive compliance with environmental and safety regulations. Bidders must provide performance bonds, insurance documentation, and demonstrate technical expertise in municipal infrastructure projects, particularly in sewer system installation, pipeline work, and related civil engineering tasks. The project documents, including the Project Manual, Drawings, and Addendum No. 1, provide extensive technical specifications and requirements for potential contractors.
