Respondents must demonstrate a minimum of five years of experience providing similar services for projects of comparable scope and size. The scope encompasses financial management and fiscal oversight, risk management and compliance consulting, grant management and administration support, financial reporting and management support, compliance monitoring and technical assistance, subrecipient monitoring and oversight, and strategic planning services. The City anticipates awarding one contract as a three-year professional services agreement, effective only after approval by Detroit City Council and signature by the Chief Procurement Officer. Pricing must be submitted on a not-to-exceed basis. Award conditions include notarized Consolidated Affidavits under Detroit City Code Chapter 17, Article V, Division 6; disclosure of slavery era records, insurance investments, prison industry or immigration detention system investments; Statement of Political Contributions and Expenditures covering the previous four years to Detroit elective officials; active System of Awards Management (SAM) registration; and City of Detroit Treasury Clearance prior to City Council approval (minimum 10 days following application submission). Three years of financial statements are required. Questions are due September 29, 2026 at 12:00 PM EST, with answers distributed October 1, 2026. The City reserves the right to request oral presentations; failure to participate if requested may result in proposal rejection.
