About this opportunity

The City of LaFayette, Georgia is soliciting proposals for on-call grant administration, grant management, project management, compliance, and implementation support services under a task-order-based master professional-services agreement, with proposals due October 26, 2026 at 3:00 p.m. Eastern Time (deadline extended by Addendum No. 1 from October 19).

The scope spans the full grant lifecycle — pre-award research, grant opportunity evaluation, application development, post-award administration, regulatory compliance, reimbursement support, project management, and operational execution — across municipal priority areas including infrastructure, public safety, parks and recreation, economic development, housing, community development, environmental resiliency, transportation, utilities, and other eligible public purposes. The City's immediate priority is grant administration for its $6,273,803 RAISE award for Villanow Street; the selected consultant will support additional grants through written task orders. The agreement is nonexclusive with no guaranteed minimum work volume. Services will be compensated through fixed-fee arrangements per application, time and materials with fixed hourly rates subject to a City-approved not-to-exceed amount, or grant-funded administrative services; compensation shall not be calculated as a percentage of grant awards or project costs. Remote performance is acceptable when consistent with task orders and required meetings. Out-of-state sole proprietors and firms may serve as prime consultants.

The initial contract term is three years, with options for up to two additional one-year extensions for a maximum cumulative term of five years. The selected consultant must maintain commercial general liability of at least $1 million per occurrence and $2 million aggregate; professional liability/errors and omissions of at least $5 million per claim and aggregate; automobile liability of at least $1 million combined single limit; workers' compensation as required by law; and cyber/privacy liability of at least $1 million per claim and aggregate. No bid, performance, or payment bonds are required.

Evaluation is weighted as follows: firm experience and track record (30 points), qualifications of key personnel (25 points), methodology and implementation plan (20 points), project execution capability (15 points), and fee structure reasonableness (10 points). Proposals must include fully burdened hourly rates by personnel category and describe fixed-fee structures, travel, and reimbursable expenses. Questions were due October 7 at 3:00 p.m. Eastern Time. Proposals must be submitted in three sealed hard copies and one digital PDF copy on USB drive to the Office of the City Manager, 207 South Duke Street, LaFayette, Georgia 30728. When task orders are funded in whole or in part with federal funds, the contract must include applicable provisions from 2 C.F.R. Part 200, Appendix II. Respondents must provide debarment and suspension certification, applicable anti-lobbying certification, non-collusion, and the required Georgia contractor affidavit or legally permitted alternative. Award is subject to Mayor and Council approval.
