About this opportunity

Grand Traverse County is seeking a comprehensive medical examiner services provider for its Multiple Regional Medical Examiner Office (RMEO), which currently serves Grand Traverse and Leelanau Counties in Michigan. The Request for Proposals (RFP) aims to secure a qualified medical examiner capable of performing all legally mandated duties, including death investigations, certifications, cremation permit reviews, external and autopsy examinations, laboratory testing, reporting, and expert witness testimony. The successful bidder must be prepared to provide these services effective January 1st, 2026, with proposals due by 4:30 p.m. on Monday, September 1, 2025. Key deliverables include comprehensive medical examiner services that comply with Michigan state laws, with the county reserving the right to award the contract to the lowest responsive and responsible bidder. The RFP requires a detailed pricing proposal covering all medical examiner services, with an expectation that the contractor will manage all associated costs including staffing, facility maintenance, equipment, supplies, transportation, laboratory testing, and forensic consultants.

The procurement does not specify explicit set-aside designations or restrictions on responding organizations. The contractor must maintain specific insurance coverage, including workers' compensation, commercial general liability, and motor vehicle liability with minimum limits of $1,000,000 per occurrence. While no incumbent vendor is mentioned, the RFP indicates a unique provision for mass casualty incidents involving ten or more deaths, where the county will provide additional funding for pathology services if the contractor cannot manage the workload. The contract appears to be structured as an interlocal agreement between Grand Traverse and Leelanau Counties, suggesting a collaborative approach to medical examiner services. Although a specific budget range is not explicitly stated, the comprehensive nature of the services and the requirement for full-service medical examination capabilities implies a substantial contract value that would support a robust medical examiner operation for the two-county region.
