About this opportunity

Schenectady County is seeking bids for the Grand Boulevard Pavement Preservation & Bicycle Improvements project (RFB-2025-42), a federal-aid highway construction initiative located in Schenectady, NY 12309. The procurement involves a single prime contract for comprehensive roadway improvements spanning approximately 1.5 miles along Grand Boulevard, including pavement preservation, cold milling existing asphalt, placing new asphalt courses, striping, signage installation, and bicycle infrastructure enhancements. The project will require contractors to begin work within ten days of receiving the Notice to Proceed, with an anticipated completion date of June 26, 2026. Bid specifications can be obtained digitally through BidNet Direct or by requesting documents from the Schenectady County Purchasing Department, with proposals due on November 20, 2025, at 11:00 AM. Bidders must submit a 5% bid bond and comply with NYSDOT standard specifications adopted on May 1, 2025, and the bid will be executed in accordance with federal transportation regulations.

While the solicitation encourages submissions from woman-owned, minority-owned, and veteran-owned businesses, there are no specific M/WBE or SDVOB goal requirements for this project. The contract award is subject to multiple federal provisions, including Disadvantaged Business Enterprise participation regulations (DOT Regulation 49 CFR Part 26), Affirmative Action requirements (Executive Order 11246), and labor regulations. Bidders must comply with federal restrictions prohibiting unusual contract specifications that might restrict competition, such as geographical or residency requirements. The project will be funded through federal-aid highway construction funds and is subject to various compliance requirements related to equal employment, workplace standards, and procurement regulations. Schenectady County reserves the right to investigate bidder responsibility, waive bid informalities, and reject any or all bids. Specific budget details were not explicitly stated in the procurement documents, but the project involves significant roadway infrastructure improvements with federal funding support.
