About this opportunity
The City of Tucson is seeking a contractor for Graffiti Abatement services through Request for Proposal (RFP) No. 222953, issued by the Business Services Department. The procurement is structured into two primary work groups: Group 1 for Painting and Group 2 for Media Blasting, which includes sub-groups for etched glass graffiti removal and sticker removal. Services will be performed on both city-owned and privately owned properties with obtained permission, with the goal of continuously improving graffiti removal practices within city limits. Key objectives include comprehensive surface restoration across various materials including metal, stone, concrete, and brick. Evaluation criteria will focus on Method of Approach, Qualifications & Experience, and Price Proposal. The RFP was published on March 30, 2022, with a pre-submittal conference on April 5, 2022, and proposals are due on May 4, 2022, at 2:00 PM local Arizona time. The initial contract term is one year, with potential renewal options for four additional one-year periods.
The solicitation requires contractors to provide comprehensive insurance coverage, including commercial general liability, automobile liability, and worker's compensation. While no specific set-aside designations are explicitly mentioned, the HUD Section 3 document indicates a preference for employment and economic opportunities directed to low- and very low-income persons. Contractors must demonstrate detailed graffiti removal techniques, equipment capabilities, documentation methods, and emergency response protocols. The City will require online access to records and compliance with various city ordinances. Pricing will be structured with a minimum charge for up to 50 square feet and subsequent per-square-foot pricing for larger areas, with vendors expected to include all direct and indirect costs. The responsible contract officer is Joseph Palacino, who can be reached at (520) 837-4126 for any inquiries. Though a specific contract value is not disclosed, the comprehensive nature of the services suggests a significant municipal investment in community aesthetic maintenance.
