The County seeks electronic monitoring services under both County-funded and offender-funded payment models. The document outlines comprehensive technical and operational requirements for GPS tracking units, monitoring systems, and software applications. Installation and removal services must be available Monday through Friday from 6:30 a.m. to 5:30 p.m., with a dedicated full-time installer available for same-day service requests. The contractor must maintain a central monitoring facility capable of monitoring offenders, filtering violations, and closing false alarms. Contractors must provide at least three initial training sessions of four hours each at contract start, plus ongoing training as needed at no additional cost, with specialized training for dispatch personnel on reading alert information and system utilization.

The GPS tracking units must be one-piece ankle bracelets that are FCC-certified, lightweight, durable, water-resistant, and tamper-resistant to common household tools, with battery life exceeding 12 hours (preferably 24 hours) and capability to charge via both 110V domestic and 220V international power supplies. Units must have been in use by U.S. law enforcement, corrections, or probation departments for at least two years or contractors must provide field reliability data for newer units. The web-based software application must allow County personnel to manage offender enrollment, create multiple monitoring parameters and zone restrictions, establish alerts to victims and law enforcement, and generate reports filtered by violation type and validity. The contractor must provide 24-hour technical support, replace defective parts within 24 hours with loaner units available, and maintain all participant monitoring data for the contract term with secure storage meeting CJIS standards. 1GENERAL REQUIREMENTS
Contractor shall be responsible for the installation/removal of the GPS monitors for the Collin County GPS Monitoring Department. Contractor shall be able to perform checks on devices outside of the jail facility during normal business hours. The County shall not be responsible for paying for lost and damaged equipment.
Contractor shall be responsible for having installers outside the State of Texas in order to conduct installation/removal of the GPS monitors for out of State offenders. If there is a fee associated, describe the cost and who is responsible for paying the fee.
Installation and removal services for the Collin County GPS Monitoring Department shall be available Monday through Friday, from 6:30 a.m. to 5:30 p.m. The Contractor shall not be responsible for providing installation or removal services on weekends or County-observed holidays.

The Provider shall maintain a dedicated, full-time installer who is available to perform same-day installations and removals upon request during the stated service hours, Monday through Friday, 6:30 a.m. to 5:30 p.m.

Monitoring shall be done by the offeror at the contractor’s location.
Monitor center shall have the capability to filter violations for Collin County GPS Monitoring Department and close false alarms.
County personnel shall be able to use the application to create, edit, and apply multiple inclusion and exclusion zones.
Contractor shall be responsible for sending daily notifications of violations via email.
The solution shall address the type of violations or possible violations and related notices to the appropriate County staff for further action by a magistrate, court or dispatch center.
The solution shall address identifying false positives and assigning a response priority. For example, the Dispatch Center should dispatch a peace officer only as necessary to protect a victim from a reasonable possibility of harm, but a magistrate or court may want notice of a larger set of possible violations to amend conditions of pretrial release or to revoke it.
The solution shall address how to make the best use of technology and options to protect victims—especially where some victims are not present at the proceeding where a magistrate first orders a defendant to wear a GPS monitor.
Unit Requirements
The GPS tracking unit shall be worn by the offender as a ankle bracelet (i.e., a “one-piece system”).
The unit shall be FCC certified
The GPS tracking unit/monitoring bracelet shall be lightweight, durable, and designed for continuous wear. The bracelet strap shall be heavy-duty and constructed of materials resistant to tampering, cutting, breaking, or removal using common household tools or methods, including, but not limited to, scissors, utility knives, pliers, wire cutters, bolt cutters, screwdrivers, or similar tools.

The device shall incorporate tamper-resistant design features intended to prevent or immediately detect unauthorized removal, alteration, cutting, or damage to the strap or tracking unit. Any attempted tampering, cutting, separation, or unauthorized removal shall generate an alert to the monitoring system in accordance with the County’s monitoring requirements.

The monitoring unit shall not pose a safety hazard to the offender or others. Provide warranty/indemnity information.
The monitoring unit shall function reliably under normal environmental and atmospheric conditions.
Normal environmental and atmospheric conditions include but are not limited to having the capability to monitor an offender while inside of a building with minimal movement. Describe the limitations or hindrances the monitoring unit can have due to certain environmental or atmospheric conditions.
The unit shall transmit data, including offender's monitoring status and GPS tracking points to a central host system operated by the Contractor.
After department personnel have used the web-based software to establish multiple schedules and zones (inclusion and exclusion) parameters, it is desired that said parameters be stored on both the gps tracking unit and on the Contractor's central host system simultaneously. The county requires a gps tracking unit that can independently verify and record parameter compliance/violations without further communication with the central host system. This would include both equipment violations and zone violations. The county also requires a gps tracking unit that can monitor multiple large exclusions zones without the county providing the data. The GPS Tracking Unit/Monitoring Bracelet shall be lightweight. The GPS tracking unit/monitoring bracelet strap shall be heavy-duty and resistant to common household tools that could defeat the device. Describe how the proposed system would accomplish this.
When the GPS tracking unit recognizes that a violation has occurred, the unit shall log the violation on-board and initiate a data transfer with the central host system, regardless of the next preset “call in” time. The central host system shall immediately notify the department and or other identified persons (e.g. victims, officers, law enforcement) of the violation. Provide Literature and/or sample data.
The GPS tracking unit shall have the capability to notify the offender of instances of non-compliance by using at least one of the following methods 1) displaying text, 2) issuing audible tones, 3) displaying led lights or 4) vibrations. The unit shall be able to notify the offender of such instances even in the absence of communications with the central host system.
The unit shall automatically identify and send key event and general information to the central host system pertaining to the activities of the offender, the unit, and the transmitter as follows:
Unauthorized absence from his or her residence.
Equipment malfunctions (all installed components).
Tampering with equipment (all installed components).
Strap bracelet cut offs
Power degradation (electrical loss or reserve backup power low).
Location verification failure (includes loss of GPS signals).
Missed calls from the tracking unit.
Exclusion and inclusion zone violations (The offender traveled to an unauthorized location)
The location and movement of the offender
The monitoring unit shall include an internal clock and shall date/time stamp all recorded events.
The unit shall have the ability to continue to record and store monitoring data in the event of a communications disruption with the central host system. Once communication is restored, the unit shall transmit all data to central host system. Indicate the data storage time lengths.
The unit shall have the ability to store all monitoring data in the event of an extended power failure. Once communication and power is restored, the unit shall transmit all data to central host system. Indicate time limits and provisions for back up
The unit shall be equipped with tamper detection and a notification system that records a violation if/when the unit’s case is opened and notifies the central host system of such violations.
The unit shall be equipped with tamper detection and a notification system that records a violation if/when the unit’s battery is removed and notifies the central host system of such violations.
The GPS tracking unit shall incorporate a system that can detect motion in the absence of both GPS and cellular availability. The unit shall log whether or not the unit is in motion. Describe the motion detection system incorporated.
The unit shall have the capability to record a violation if/when the unit has simultaneously been in motion and has not received GPS signals for a predetermined amount of time. Describe how the central host system is notified of such violations.
The unit shall record and store GPS tracking points with corresponding time/date stamps at frequencies of at least once every 60 seconds regardless of violation status and at least once every 30 seconds during violation status.
The unit shall have a battery life exceeding 12 hours between charges. The County prefers a battery of life of 24 hours between charges.
The units offered by Contractor shall have been in use by a law enforcement, corrections or probation department in the U.S. for at least two years or if the units are newer than 2 years, the Contractor must provide data to allow the county to determine the reliability of the unit out in the field.
The unit shall be in compliance with U.S. patent laws.
The unit shall have batteries which are easily charged and swapped out by offenders or wireless chargers. Charging system shall be lightweight and accommodate 110V (domestic) and 220V (international) power supplies. Charging system shall include a light to indicate whether the GPS unit is charging or has a full charge.
The transmitter bracelet shall be water proof. Please indicate depth of water resistance.
The GPS Tracking Unit/Monitoring Bracelet shall be lightweight. The GPS Tracking Unit/Monitoring Bracelet Strap shall be heavy-duty and resistant to common household tools that could defeat the device. The transmitter bracelet shall not be able to be cutoff unless a special tool is utilized.
The transmitter shall have dual tamper detection utilizing electronic and fiber optic tamper mechanisms.
Software/Hosting Requirements
The Contractor shall provide a web-based software application that provides department personnel with access to central host system.
The application shall be accessible through a standard web browser interface.
The application shall utilize security protocols that will prevent unauthorized access to the database and the offender information contained therein.
The application shall not require installation on County computers.
This application shall be the single point for the department to setup and access information relative to GPS.
The application shall allow County personnel to view information about the offender, including but not limited to personal information, current electronic monitoring data, violation statuses, notification settings and reports.
The application shall allow County personnel to enroll/edit/ remove offenders without calling or emailing the monitoring center or support team.
