About this opportunity
Hall County, Georgia is soliciting a Request for Qualifications with Cost Proposals for GPS/AVL vehicle tracking systems (RFQ/P #44-008) under a single-vendor award structure, with bids due July 6, 2023 at 2:00 p.m. EST and a pre-bid meeting on June 13, 2023 at 10:00 a.m. at the Fleet Maintenance Building.
The scope covers supply, installation, training, support, and maintenance of GPS/Automatic Vehicle Location systems for approximately 400 county fleet vehicles (trucks, cars, tractors, and dump trucks spanning 1996–2023 model years). Systems must track vehicle location and driver behavior metrics including speeding and braking, support approximately 40–50 hot-seated vehicles with key-fob assignment rather than fixed vehicle binding, and integrate with Hall County's Tyler Asset Management platform via API connector for mileage uploads and real-time tracking at one-minute intervals. Installation methods include Y-connector configurations for OBD2 vehicles and direct-wire units for heavy trucks. The county will accept both wired AVL hardware and optional two-way directional camera systems.
Hall County intends to lease and service systems on a monthly fee basis rather than purchase equipment outright. The contract will be structured as a five-year agreement with annual renewal options contingent on mutual consent; no bonds are required. The county's current GPS provider is Fleet Analytics.
Evaluation criteria ranked as highly important include GPS accuracy, mapping quality, data retention configurability, reporting capabilities, hardware quality, ease of use, system integration, support, warranty, and pricing. The county intends to hire at least one larger firm and at least one smaller firm and actively encourages small contracting firms to bid, including those lacking certain equipment. All pricing submissions must include one-year manufacturer's warranty on hardware and installation. Questions are due June 15, 2023, with answers provided June 22, 2023. The contract was awarded to LBTechnology, Inc., with an effective start date of September 14, 2023.
