The bid is to be awarded to a single vendor on a best value basis, with evaluation weighted 90 points for price and 10 points for delivery time measured in working days; the lowest-priced bidder receives maximum points, with subsequent bidders scored proportionally. All pricing must be submitted as F.O.B. Destination Freight Prepaid and Allowed and must remain valid for 60 calendar days after the bid due date. The solicitation was released October 8, 2025, with written questions due by October 15, 2025, at 10:00 AM ET, and a revised bid closing date of October 24, 2025, at 1:30 PM ET. Vendors failing to meet contracted delivery dates are subject to penalties of one percent per day deducted from invoices.
