About this opportunity
Pierce County Public Works is requesting bids on the Gonyea Playfield project under ITB No. 2026-MPW-244, with bids due November 18, 2026 at 1:00 PM PDT and a mandatory pre-bid walk-through on November 4, 2026 at 9:00 AM at 13422 10th Ave S, Parkland, Washington. The project is subject to Washington State prevailing wage requirements under RCW 39.04.320, with no less than 15% of labor hours to be performed by apprentices. Reciprocal preference provisions apply to nonresident contractors from states offering percentage bidding preferences.
The scope includes construction and improvements to an existing community park: an inclusive play area, nature play area, basketball courts, perimeter loop path, flexible lawn areas, a comfort station, stormwater management infrastructure, right-of-way improvements, utility enhancements, site furnishings, signage, and landscape work. The specifications address site preparation, grading, drainage systems, athletic court construction, playground equipment installation, hardscape features, vegetation and planting standards, and utility connections in accordance with Washington state codes and local requirements. Contractors must comply with ACM (asbestos-containing materials) identification, management, and remediation protocols, and Pierce County's mandatory hot work permitting and fire safety procedures for any welding, soldering, cutting, grinding, or brazing operations on site.
The base bid project estimate is $3.39 million (excluding Washington State sales tax), with five optional alternate bids totaling approximately $1.385 million. The contract requires substantial completion within 275 calendar days of Notice to Proceed and final completion within 305 calendar days. Evaluation is based on the lowest responsive base bid from a responsible bidder; the County reserves the right to award the base bid with any combination of alternates. A 5% bid bond is required at submission, and a 100% performance and payment bond is required from the successful bidder. Liquidated damages are approximately $1,850 per day for the base bid and an additional $755 per day if all alternates are awarded. Questions must be submitted through the Pierce County OpenGov Procurement Portal by November 12, 2026 at 4:00 PM PDT. Bids open via Zoom 30 minutes after the deadline.
