About this opportunity
The Palm Beach County Water Utilities Department is requesting sealed bids for the Golfview Heights of Westgate Water Main Replacement project (PBCWUD No. 21-025), with bids due July 16, 2026 at 2:30 PM and a non-mandatory pre-bid conference and site visit scheduled for July 1, 2026 at 10:30 AM. The project is state-funded through the Florida Department of Transportation and is exempt from Palm Beach County's local-preference, OSBD, and living-wage ordinances; Davis-Bacon and Buy America Act requirements do not apply.
The scope encompasses replacement of approximately 22,000 linear feet of water mains within the Golfview Heights residential community and along Ohio Street in West Palm Beach, including grouting in-place of existing 4-, 6-, and 8-inch mains; installation of new 6- and 8-inch PVC and ductile iron poly-wrapped pipes; 27 sanitary sewer laterals; two sanitary sewer manholes; 824 linear feet of gravity sanitary main; 12 additional fire hydrants; relocation of water meters to the right-of-way; and pavement, driveway, and sod restoration. The bid includes 74 line items with unit prices for measured work and lump-sum amounts for mobilization (capped at 3.5% of contract value), demobilization, bonds, and insurance (capped at 2% of contract value). Work is restricted to 7:00 a.m. to 5:00 p.m. on weekdays with no work during holidays. The contractor must comply with all applicable federal, state, and local safety regulations and obtain approvals from the Palm Beach County Health Department and Fire Rescue prior to commencing work. All materials must conform to the PBCWUD Approved Materials and Equipment List.
The project is estimated to cost $6,240,561.58 with substantial completion required within 510 calendar days from notice to proceed and final completion within 30 additional calendar days. Liquidated damages are $1,500 per day for failure to achieve substantial completion and $1,000 per day thereafter. Bid security of 5% of the bid amount is required; the successful bidder must furnish a Public Construction Bond equal to 100% of the contract price within 14 calendar days of notification. All bidders and subcontractors must be properly licensed and certified in Florida or Palm Beach County and registered as vendors in the County's system prior to award. Bid documents are available for download at no cost through the Vendor Self Service portal beginning June 16, 2026.
