About this opportunity
Palm Beach County Board of County Commissioners and Parks and Recreation Department is soliciting qualified contractors to provide comprehensive golf professional services, golf instruction programs, and golf shop merchandise operations at Okeeheelee Golf Course, a 27-hole facility located in Okeeheelee Park. The selected contractor will be responsible for developing and operating affordable learn-to-golf programs with emphasis on junior and adult instruction, managing all merchandise sales and instructional programming revenue, and maintaining a Head Golf Professional/Director of Instruction who holds active Class A membership in good standing with the Professional Golfers Association (PGA) of America, Ladies Professional Golf Association (LPGA) of America, or World Alliance PGA, with a minimum 35-hour weekly on-site presence. The contract will run for 24 months from April 15, 2020, through April 14, 2022, with three optional 12-month renewal periods at the County's sole discretion. The facility has generated 72,939 to 76,390 rounds annually with revenues ranging from $2,020,260 to $2,171,576 over the prior three fiscal years. Respondents must submit one unbound original, four bound copies, and one electronic PDF copy by March 9, 2020, at 4:00 p.m. local time, with evaluation and selection anticipated by March 24, 2020, and award by April 15, 2020. A non-mandatory pre-submittal conference and site inspection was held on February 13, 2020, at 10:00 a.m. Evaluation criteria include financial and business stability documentation, specified insurance coverage with minimum $500,000 commercial general liability and business auto liability, and the contractor's ability to develop quality instructional programming and merchandise operations.
The solicitation includes a Small Business Enterprise (SBE) evaluation preference of up to 15 points for SBE prime respondents on contracts valued under $500,000, and all applicants must comply with Equal Business Opportunity (EBO) Program requirements, including Small/Minority/Women Business Enterprise (S/M/WBE) certification considerations, though the county clarified that S/M/WBE entities may serve as subcontractors to multiple respondents without creating conflicts of interest. The contractor will receive all revenue from merchandise sales and instructional programming, but must pay the County a fixed monthly fee plus applicable sales tax in advance by the first of each month, with late payments subject to a five percent late fee, and will also pay three percent of merchandise and golf professional service transactions processed via credit or debit card. The contractor will bill the County at cost plus ten percent for replacement golf equipment, range balls, golf course supplies, and logistical support items. No incumbent vendor was identified in the solicitation documents, indicating this may be a new contract or represents a change in service provider. Point-of-sale historical data covering three consecutive fiscal years from October 2016 through September 2019 was provided to assist respondents in financial projections and planning.
