About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, is requesting bids for golf course sand to be delivered to Pennyrile Forest State Resort Park in Dawson Springs, Kentucky, with bids due September 11, 2026 at 1:30 p.m. ET. Qualified bidders — including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities — receive preferences of 20 percent and 15 percent of maximum points respectively. Kentucky resident bidders may receive reciprocal preference equal to the preference given by nonresident bidders' home states.

The scope is 50 tons of fine sand meeting Pine Bluff Materials specifications or approved equivalent, with strict particle size distribution requirements: particles retained on the #16 sieve less than 2 percent, on the #30 sieve between 7–8 percent, and on the #50 sieve between 50–52 percent. Vendors must provide particle analysis reports verifying specifications and product specification sheets with their bids, or submit them within 72 hours of request. Delivery must occur within 14 days of order receipt; late delivery incurs a penalty of 1 percent per day. All pricing must be quoted F.O.B. Destination Freight Prepaid and Allowed, inclusive of shipping and delivery charges, and exclusive of federal excise tax and Kentucky sales or use tax. Proof of Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate is required prior to award.

Award is based on best value ranking: price (100 points), delivery (pass/fail), and quality of sand (pass/fail). The lowest responsive bidder receives maximum price points, with others scored proportionally. The Commonwealth reserves the right to request product samples for independent lab testing prior to award. Written questions are due September 3, 2026 at 10:00 a.m. ET. Bid prices must remain valid for a minimum of 60 days after the due date. All bids must be submitted electronically through the Commonwealth eProcurement system; vendors must register at least 24–48 hours prior to submission.
