About this opportunity
The Commonwealth of Kentucky Department of Parks is requesting bids on golf course sand for nine state parks under RFB 758 2700000023, with bids due July 29, 2026 at 1:30 PM ET and written questions due July 21, 2026 at 10:00 AM ET. Kentucky resident bidders and qualified bidders—including Kentucky Correctional Industries and nonprofit entities serving individuals with disabilities—are eligible for reciprocal preference.
The scope comprises ten line items totaling 585 tons of specialized sand products across Dale Hollow, My Old Kentucky Home, General Burnside Island, Grayson Lake, Lincoln Homestead, Pennyrile Forest, Pine Mountain, Yatesville Lake, and one additional location. Product types include Short Mountain kiln-dried sand (70/30 and 60/40 blends), Arms Turf Products Select Topdressing Sand, Pine Bluff Materials Fine Sand, and Short Mountain Golf Sand, with quantities ranging from 25 to 110 tons per line item. Each product carries detailed particle-size-distribution specifications, color requirements, penetrometer readings, and permeability rates. Bidders must provide independent lab particle-analysis reports and product specification sheets documenting particle sieve distribution with each bid or within 72 hours of Commonwealth request. The Department reserves the right to request product samples for independent testing at vendor expense prior to award; non-compliant bids are deemed non-responsive.
Delivery is required within 14 working days of order receipt, with one percent per day deducted from invoices for late delivery. All pricing is F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise tax and Kentucky sales or use tax. Prices must remain valid for 60 calendar days following the bid due date. Award will be made on a best-value basis with price as the sole point-based criterion (100 points); delivery and sand quality are pass/fail requirements. Vendors must maintain Commercial General Liability Insurance of at least $1 million per occurrence and $2 million aggregate, and Automobile Liability Insurance of $1 million per occurrence if providing delivery. All vendors must register with the Kentucky Vendor Self Service System at least 24–48 hours before bid submission and comply with Kentucky tax, wage-and-hour, occupational safety, unemployment compensation, and workers'-compensation statutes. Payment is within 30 working days of invoice receipt or goods acceptance.
