About this opportunity

The Georgia Department of Natural Resources issued a Request for Quote (RFQ) solicitation number 46200-DNR0000831 for a one-time purchase of golf course fertilizer with specifications detailed in the bid attachments. The procurement closed on March 17, 2026, with award notification issued on April 6, 2026. All prospective bidders were required to register in the Team Georgia Marketplace to access the complete RFQ documents and submit bids electronically through that platform. Award was to be made to the lowest responsive and responsible bidder meeting all specified requirements. Two companies submitted bids in response to this solicitation. The evaluation process consisted of an administrative review phase followed by a cost evaluation phase, with bidders required to submit mandatory documentation including certificates of non-collusion and proof of non-suspended/non-debarred status on both state and federal lists. All questions regarding the RFQ were required to be submitted in writing via email to Carlethia Jones at carlethia.jones@dnr.ga.gov, with bidders responsible for reviewing the solicitation regularly for answers to submitted questions and any posted addenda.

Howard Fertilizer & Chemical Company was selected as the successful offeror and awarded a fixed contract amount of $66,641.09 for the provision of golf course fertilizer products. Technology International Inc. submitted a bid but was deemed non-responsive during the administrative review phase due to incomplete mandatory requirements and failure to submit a required Certificate of Non-Collusion, resulting in its disqualification from further consideration. Howard Fertilizer & Chemical Company successfully passed all administrative requirements, including timely submission, completion of mandatory requirements, cost submission, non-scrutinized company status, and certificate of non-collusion certification, and was verified as not suspended or debarred prior to award. The contract documents do not specify set-aside designations, restrictions on responding organizations, or disadvantaged enterprise requirements. No information regarding renewal options, contract term, or additional pricing details beyond the estimated award amount of $66,641.09 was provided in the available solicitation documents. Protests of the award decision were permitted and required to be submitted electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual.
