About this opportunity

The City of New Smyrna Beach is issuing a Request for Proposals (RFP) for Golf Course Consultant services to evaluate and provide recommendations for the management and operation of the city-owned New Smyrna Beach Golf Club. Key deliverables include a comprehensive final report with recommendations for programming, marketing, facility improvements, and budget management, with course and turf maintenance explicitly excluded from the scope. The contract term extends three months from award through submission of the final report by October 31, 2026, with no renewal options. Proposals will be evaluated on a total of 100 points based on introduction and management summary (10 points), project approach (30 points), organization profile and experience (25 points), fee proposal (20 points), references (10 points), and financial stability (5 points). The deadline for written questions is May 19, 2026, at 5:00 pm EST, with proposals due June 5, 2026, at 5:00 pm EST; submittals will open June 8, 2026, at 9:00 am, evaluation meetings are scheduled for June 18, 2026, at 11:00 am, and the award recommendation to City Commission is set for July 14, 2026.

The City requires all respondents to submit detailed all-inclusive fee proposals with no separate reimbursement for expenses such as gas, tolls, mileage, or meals. No specific set-aside designations for disadvantaged enterprises, minority-owned businesses, or women-owned businesses are identified in the procurement documents. The RFP does not identify any incumbent vendor or current contractor relationship. All responses submitted become public records under Florida Statutes Chapter 119 and are subject to public inspection ten days after the public opening. The procurement is subject to federal contract provisions and compliance requirements, including Equal Employment Opportunity standards and non-discrimination requirements established under state executive order. No specific award value or budget range is disclosed in the available solicitation documents; the contract will be awarded to the best overall respondent whose proposal is most advantageous to the City based on the stated evaluation criteria.
