About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet issued Request for Bid (RFB) 758 2000000258 on behalf of the Kentucky Parks Department to procure golf course chemicals, specifically Syngenta products, for distribution across eleven state parks and golf courses throughout Kentucky. The solicitation, released on October 22, 2019, seeks vendor responses for ten line items comprising various insecticides and fungicides in liquid form, including Heritage TL (13 units), Secure Action (51 units), Medallion (9 units), Briskway (1 unit), Velista WDG (38 units), Daconil Action (50 units), Heritage Action (6 units), Headway (1 unit), Instrata (28 units), and Acelepryn (9 units) to be delivered to locations including John James Audubon State Park, Dale Hollow State Resort Park, Barren River State Resort Park, Pennyrile Forest State Resort Park, Kentucky Dam Village State Park, Grayson Lake State Park, General Burnside State Park, Lincoln Homestead State Park, My Old Kentucky Home State Park, Pine Mountain State Resort Park, and Yatesville Lake State Park. Bidders are required to submit bids for all line items on an F.O.B. Destination Freight Prepaid and Allowed basis, with pricing excluding federal excise tax and Kentucky sales or use tax, and must provide product labels with their submissions. The award will be determined using a best value ranking approach, allocating 900 points to total cost offer and 100 points to delivery offer, with the lowest-priced bidder receiving maximum cost points and delivery measured in calendar days with a one percent per day penalty applied for late delivery. Written questions were due by October 28, 2019, at 4:30 PM ET, with bids due by November 7, 2019, at 1:30 PM ET, and all proposed pricing must remain valid for a minimum of sixty calendar days after the bid due date.
Kentucky resident bidders may receive reciprocal preference equal to the preference given by the nonresident bidder's state of registration, while Kentucky Correctional Industries receives a twenty percent preference and other qualified bidders receive a fifteen percent preference on their proposals. Qualified bidder status is available to nonprofit corporations furthering the purposes of KRS Chapter 163 or qualified nonprofit agencies for individuals with severe disabilities, with the latter required to employ individuals with severe disabilities for at least seventy-five percent of direct labor man hours. All bidders must submit notarized affidavits including an Annual Affidavit confirming compliance with Kentucky campaign finance laws and tax obligations, a Resident Bidder Affidavit for those claiming resident status, and a Qualified Bidder Affidavit for those claiming eligible nonprofit status. Vendor inquiries should be directed to Richard Mize at 502-564-6521, with bids submitted to the Finance Office of Procurement Services, Capitol Annex Room 095, 702 Capitol Avenue, Frankfort, Kentucky 40601, and billing directed to the Parks - Purchasing Division at 2 Hudson Hollow Road, Unit 1, Frankfort, Kentucky 40601. The Commonwealth reserves the right to cancel the RFB if responses exceed available funding and to deem vendors ineligible for non-compliance with solicitation provisions and terms and conditions.
