About this opportunity

The Commonwealth of Kentucky Department of Parks is issuing a Request for Bid (RFB 758 2600000589-2) to establish Master Agreements for golf course chemicals, specifically insecticides and fungicides in liquid form. This is a re-solicitation following the closure of a previous RFB (758 2600000589) on April 20, 2026 without award. The procurement encompasses six product groups from manufacturers including BASF, ENVU, NUFARM, PBI GORDON, SEPRO, and SYNGENTA, with vendors permitted to bid on any combination of groups provided they include all items within selected groups. All products must be registered for use on golf course turf, and bidders are required to submit product labels within three days of request; no contract award will be made without label copies for all products bid. Deliveries will be made to thirteen designated Kentucky State Parks throughout the state on an F.O.B. Destination Freight Prepaid and Allowed basis, with all shipping and delivery charges included in pricing. The initial contract period is one year from the award date, with optional renewal for four additional two-year periods. The bid closing date is May 27, 2026, at 1:30 PM ET, with written vendor questions having been due May 19, 2026, by 10:00 AM ET. Awards will be made using a best value ranking approach with 90 points allocated to price and 10 points to delivery performance, calculated on a comparative basis where the lowest bidder or fastest delivery time receives maximum points. Bidders must submit pricing on the attached Bid Price Sheet (Attachment C) through the eProcurement system, entering $0.01 as a placeholder in the electronic bid field with actual pricing provided separately. Inquiries should be directed to Keith Srutowski at 502-564-7007.

Kentucky resident bidders receive reciprocal preference equal to preferences given by other states, while qualified bidders including Kentucky Correctional Industries receive preferences of 20 percent and 15 percent of maximum points respectively. All bidders must submit a notarized affidavit confirming compliance with Kentucky campaign finance laws, with resident status bidders required to affirm authorization to transact business in Kentucky on the contract advertisement date and maintenance of continuous corporate income tax filings, unemployment insurance contributions, and workers' compensation policies for one year prior through the advertisement date. Alternatively, bidders may claim qualified bidder status if they are nonprofit corporations furthering Kentucky Chapter 163 purposes or qualified nonprofit agencies for individuals with severe disabilities that employ such individuals for at least 75 percent of direct labor hours. The Commonwealth reserves the right to request supporting documentation for any claimed status, with failure to provide such documentation resulting in bidder disqualification or contract termination. Vendor performance records from the previous 12 months may be considered in award determinations. All bids must be submitted electronically with required eProcurement system registrations completed at least 24-48 hours prior to submission. No specific budget range or award value has been provided; estimated quantities are offered as guidance only and do not guarantee purchase volumes.
