About this file
This is a Request for Bid (RFB 758 2600000589) issued by the Commonwealth of Kentucky Department of Parks for golf course chemicals, specifically insecticides and fungicides in liquid form. The solicitation represents a re-solicitation following the closure of a previous RFB on April 20, 2026 without award. The procurement encompasses six product groups from manufacturers including BASF, ENVU, NUFARM, PBI GORDON, SEPRO, and SYNGENTA, with vendors permitted to bid on any combination of groups provided all items within selected groups are included. All products must be registered for use on golf course turf, and bidders are required to submit product labels within three days of request; no contract award will be made without label copies for all products bid. The bid closing date is May 27, 2026, at 1:30 PM ET, with written vendor questions due by May 19, 2026, at 10:00 AM ET. The initial contract period is one year from the award date, with optional renewal for four additional two-year periods. Deliveries will be made to thirteen designated Kentucky State Parks throughout the state on an F.O.B. Destination Freight Prepaid and Allowed basis, with all shipping and delivery charges included in pricing.
Awards will be made using a best value ranking approach with 90 points allocated to price and 10 points to delivery performance, calculated on a comparative basis where the lowest bidder or fastest delivery time receives maximum points. Bidders must submit pricing on the attached Bid Price Sheet (Attachment C) through the eProcurement system, entering $0.01 as a placeholder in the electronic bid field with actual pricing provided separately. Any manufacturer rebate or early order program benefit must be noted in the bid with cash value when applicable, and any possible backorders or delays in product availability must be noted. Kentucky resident bidders receive reciprocal preference equal to preferences given by other states, while qualified bidders including Kentucky Correctional Industries receive preferences of 20 percent and 15 percent of maximum points respectively. All bidders must submit a notarized affidavit confirming compliance with Kentucky campaign finance laws, with resident status bidders required to affirm authorization to transact business in Kentucky and maintenance of continuous corporate income tax filings, unemployment insurance contributions, and workers' compensation policies for one year prior through the advertisement date. The Commonwealth reserves the right to request supporting documentation for any claimed status and to consider vendor performance records from the previous 12 months in award determinations.
