About this opportunity
The Commonwealth of Kentucky Department of Parks is seeking bids for golf course chemicals through Request for Bid (RFB 758 2600000450-1), with the Finance and Administration Cabinet managing the procurement on behalf of the state. The solicitation establishes a Master Agreement for the supply of various golf course chemicals organized into six product groups: BASF, ENVU, Nufarm, PBI Gordon, Sepro, and Syngenta, encompassing herbicides, fungicides, insecticides, and algaecides in sizes ranging from ounces to 30-gallon drums. Vendors may bid on any one group, any combination of groups, or all groups, with all products requiring registration for use on golf course turf and accompanied by product labels at submission. Deliveries will be made to thirteen state park golf courses throughout Kentucky on an F.O.B. Destination Freight Prepaid and Allowed basis, with delivery charges included in quoted prices. The Commonwealth will award contracts using a best value approach weighted at 90 points for price and 10 points for delivery time, with the lowest delivery time receiving maximum points and subsequent bidders scored proportionally. Written questions from vendors are due by April 7, 2026, at 10:00 AM ET, with bid closing at April 20, 2026, at 1:30 PM ET. The initial contract period is one year from the date of award with optional renewal for four additional two-year periods, subject to written approval by all parties and potential renegotiation of terms and conditions.
Kentucky resident bidders receive reciprocal scoring consideration, while qualified bidders including Kentucky Industries for the Blind and nonprofits serving individuals with severe disabilities receive preferential scoring. All vendors must be registered in the Commonwealth eProcurement System prior to bid submission and must provide Revenue Form 10A100 (Kentucky Tax Registration Application), certificates of authority for foreign entities, required affidavits addressing campaign finance law compliance and bidder status, and proof of commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate. The procurement includes estimated rather than fixed quantities, and bidders should note any potential backorders or product availability delays, with manufacturers' rebates or early order program benefits permitted if documented with proof of cash value. Price increases are prohibited during the first twelve months of the contract and thereafter require written justification based on industry-wide price changes. Contact Keith Srutowski at 502-564-7007 for additional procurement information. The RFB does not specify incumbent vendors, budget ranges, or award values, though the Commonwealth reserves the right to cancel the RFB if responses exceed available funding.
