Bidders must submit firm, fixed pricing electronically through the County's eProcurement Portal at https://procurement.opengov.com/portal/ocgov no later than May 29, 2026, at 10:00 a.m. Pacific Time, with all questions and requests for clarification due by May 15, 2026, at 10:00 a.m. through the portal's Question & Answer section. The contract will be awarded to the lowest responsive and responsible bidder, with bids remaining valid for 365 days following the closing date. Required bidder qualifications include active registration with the California Secretary of State, valid D-U-N-S and UEI numbers, current SAM.gov clearance documentation, certifications regarding debarment and non-collusion, campaign contribution disclosures under the Levine Act, and references from at least three prior clients. No substitutions of specified equipment will be accepted without prior written County approval, and all bids must strictly comply with the County's model contract terms and conditions.

The solicitation includes a 5 percent preference deduction for certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) bidders during evaluation, with a maximum allowable preference deduction of $100,000. Bidders must provide a trade-in value for the existing GeoExplorer 2008 Series GeoXH unit (Serial #5026486137), which will be factored into the final bid evaluation and represents the current infrastructure that will be integrated with or replaced by the new system. The contract is structured as a firm fixed-fee agreement with no price increases permitted during the first year of the contract, and any price adjustments must be documented and submitted with 30 days' advance notice. Upon award, the selected contractor must execute the County's model contract and provide required insurance certificates, labor and material payment bonds, performance bonds, and tax documentation within seven days of notification. Board of Supervisors approval is required if the annual contract value exceeds $200,000 or if the total contract value across all years exceeds $1,000,000, though no specific budget range or estimated award value is disclosed in the solicitation materials. The contract shall commence upon execution of all necessary signatures and continue until the GNSS Rover is delivered and accepted by the County, with payment terms structured as net 30 days in arrears following satisfactory acceptance and receipt of an acceptable invoice.
