About this opportunity
Washtenaw County Purchasing Administration is requesting proposals for glass, glazing, and window-storefront systems installation, service, and maintenance under RFP #8899, with proposals due August 24, 2026 at 9:00 a.m. EDT. A local-vendor preference applies: 5% discount for Washtenaw County–based companies on bids between $5,000 and $200,000, and 2% discount on bids exceeding $200,000.
The scope encompasses shop drawings, glass and frame repair and installation, detention glass and frames, storefront repair and replacement, glass entry door repair and replacement, emergency board-up services, window and frame caulking, and window glazing and gasket repair and replacement. The County specifies installation of window units in four standard sizes: 20" × 20" × 1", 24 5/8" × 28 5/8" × 1", 27" × 35" × 1", and 20" × 24 5/8" × 1" across multiple County buildings. Contractors must carry Commercial General Liability insurance with a combined single limit of $1,000,000 and comply with Washtenaw County's Living Wage Ordinance ($17.42 per hour with benefits or $19.42 per hour without benefits).
The contract term is three years with an option to renew for an additional two years pending mutual agreement. Sealed electronic proposals must be submitted through the Washtenaw County Open Bids website. No pre-bid meeting will be held.
Evaluation uses two components, each scored to a maximum of 50 points: Price Competitiveness and Technical Evaluation. Technical scoring comprises years of experience (20 points), government experience (10 points), ongoing support and risk mitigation plans (10 points), and project management experience and competency (10 points). Bidders must provide three corporate or government references and evidence of relevant experience. The County reserves the right to award to multiple vendors and to reject any or all bids. Unsuccessful bidders may appeal award decisions to the County Administrator within five business days of notice to award.
