About this opportunity

Gladwin County has issued a Request for Proposal (RFP) seeking a Third Party Administrator (TPA) to manage the Community Development Block Grant (CDBG) Program Income for housing rehabilitation projects. The selected administrator will be responsible for comprehensive program management, including creating marketing materials, developing homeowner application guidelines, verifying applicant eligibility, and conducting home inspections. Key deliverables include creating project selection procedures, scheduling environmental reviews, working with contractors, and submitting performance reports to the Michigan State Housing Development Authority (MSHDA). The TPA must verify applicants' low-to-moderate income status, ensure single-family property ownership, and confirm that rehabilitation projects meet MSHDA eligibility requirements. The proposal submission deadline is September 26, 2025, at 12:00 noon, with proposals to be submitted to the Gladwin County Treasurer's office via US Mail, courier service, or hand delivery. Required submission materials include a Letter of Interest, Resume, service rates, and References.

The RFP does not explicitly specify set-aside designations or restrictions on respondent types. Potential respondents should be professional organizations or individuals with expertise in housing rehabilitation program administration, MSHDA compliance, and grant management. While a specific budget range is not disclosed, the contract appears to be for ongoing program administration of CDBG Program Income, which represents funds reimbursed to the county from past housing projects. The scope of work suggests a comprehensive and detail-oriented approach will be necessary, with the successful respondent expected to manage the entire lifecycle of housing rehabilitation projects from initial applicant screening through project completion and final reporting. Interested parties should demonstrate strong administrative capabilities, understanding of housing rehabilitation programs, and ability to work closely with county staff and MSHDA representatives.
