About this opportunity

Kaysville City is requesting qualifications for architectural design and planning services for the rehabilitation and adaptive reuse of the Old Kaysville Library building located at 44 North Main Street, with Statements of Qualifications due August 20, 2026 at 3:00 p.m. MDT and questions due August 13, 2026.

This is an RFQ, not a competitive-bid procurement. Compensation will be negotiated with the highest-ranked firm based on the final scope of services; fee proposals are not required in the SOQ phase but firms may voluntarily provide anticipated fee structures, and detailed fees will be requested during subsequent contract negotiations if the top-ranked firm is selected.

The scope encompasses validation of existing conditions, development of conceptual design alternatives, code and life-safety analysis, preliminary cost estimation, and recommendation of a preferred approach for adaptive reuse. The approximately 6,385-square-foot building is being considered for transformation into an event venue for private functions such as wedding receptions, with potential complementary commercial use such as a bakery. The consulting team will review and build upon Phase 1 investigation and assessment work completed by the City to avoid duplication.

Evaluation will be weighted as follows: Relevant Project Experience (30%), Project Team and Key Personnel (25%), Technical Approach and Methodology (25%), Public-Sector Experience and References (15%), and Schedule and Availability (5%). A minimum score of 70% is required for responsiveness. Interviews are anticipated between August 30 and September 4, 2026, with consultant selection on September 8, 2026 and Notice to Proceed on September 18, 2026.

The selected consultant must carry commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate, professional liability/errors and omissions coverage, and workers' compensation insurance. All deliverables constitute work made for hire with ownership transferred to Kaysville City, except for the contractor's pre-existing intellectual property. The contract is governed by Utah law.
