About this opportunity

The MIDA Mountain Village Public Infrastructure District (MMV PID) in Utah is requesting proposals for streetlight system inspection, maintenance, and emergency repair services under RFP GJ27-114, with proposals due October 20, 2026 and questions due October 14, 2026, both at 5:00 p.m. Mountain Daylight Time via the U3P portal.

The scope covers 19 currently functional streetlights in Wasatch County near Deer Valley East Village, with potential expansion to 21 streetlights upon future residential subdivision construction. Services include semiannual routine inspections and preventive maintenance (spring and autumn), on-call repair with 24-hour response, emergency response with one-hour response requirement, inventory management of three complete replacement streetlight systems, and construction or replacement of streetlights as authorized by the MMV PID. The Mayflower Site streetlights are equipped with Selux Corporation Beta Pendant LED fixtures (catalog number BPL-R4-15G105-27-20-BK-UNV-DM-SM044) featuring 95-watt light engines, 0-10V dimming, motion sensors with photocell functionality, and 12-foot A35 aluminum poles with five-year limited LED luminaire warranties. The contractor must hold a Utah Electrical Contractor License and provide performance and payment bonds of $25,000 each, commercial general liability insurance of $3,000,000 ($1,000,000 per occurrence), business automobile liability of $1,000,000, and workers' compensation coverage with employer's liability limits of $1,000,000 per accident.

The contract term is three years with no renewal options. Cost proposals must include a fixed semiannual maintenance fee per streetlight covering all labor, supervision, administrative costs, travel, mobilization, tools, and vehicles; replacement parts and corrective work are billed separately using unit prices. Pricing is firm and fixed throughout evaluation and cannot increase during negotiation unless the MMV PID requests material scope changes. Evaluation is weighted: Qualifications and Relevant Experience (20%), Technical Approach and Maintenance Plan (20%), Response Capability and Emergency Services (15%), Recordkeeping, Communication, and Reporting (10%), and Cost (35%).
