About this opportunity
My529, the Utah Educational Savings Plan, is requesting proposals for comprehensive Registered Investment Advisor consulting services, with proposals due July 17, 2026 by 5:00 p.m. Mountain Time and written questions due July 3, 2026. My529 is a nonprofit agency administering a 529 college savings plan with over 650,000 accounts and $32 billion in assets under management.
Mandatory minimum qualifications include a minimum of five years of experience providing individual and family investment consulting with 529 college savings plan services, comprehensive general liability insurance with $1 million per occurrence and aggregate limits, and professional liability insurance with $1 million per occurrence and aggregate limits.
The scope includes reviewing and advising on communications and marketing materials, providing general consulting and strategic advice to staff, presenting to the governing board, training staff, advising on investment opportunities, participating in quarterly investment advisory committee meetings, attending relevant industry conferences, identifying partnership opportunities, and performing other consulting services as requested. The anticipated contract term is five years from the date of execution, with an effective date on or before August 7, 2026.
Evaluation is based on a 1,000-point scoring system: respondent qualifications (250 points), provision of services (250 points), key personnel qualifications and expertise (200 points), performance references (100 points), and overall cost (200 points). Pricing must be guaranteed for the entire contract term. Cost points are allocated using a formula where the lowest proposal receives 100 percent of cost points and all others receive proportional points based on their percentage difference from the lowest price; respondents with proposals more than double the lowest price receive no cost points.
Oral interviews are tentatively scheduled for July 28–31, 2026, with contract award anticipated by August 7, 2026. The contract may be awarded to one or more contractors and is an independent contractor arrangement with no employee benefits provided. Contractor must comply with E-Verify employment verification requirements and carry workers' compensation, professional liability, and general liability insurance.
