About this opportunity
Kane County, Utah is requesting proposals for countywide cadastral mapping and parcel fabric development services under RFP KC-GIS-2026-01, with proposals due June 12, 2026 at 5:00 p.m. MT and a proposal selection hearing scheduled for June 16, 2026 at 9:00 a.m. at Kane County Courthouse.
The scope encompasses redevelopment and remapping of approximately 25,000 digital parcels using current GIS best practices, including Public Land Survey System (PLSS) redevelopment, parcel fabric development in ArcGIS Pro, enterprise GIS deployment, integration of subdivision plats and metes-and-bounds legal descriptions, incorporation of rights-of-way data, and comprehensive training for County GIS and recorder personnel. The contractor must deliver an ArcGIS Pro Parcel Fabric geodatabase, updated PLSS framework, parcel topology documentation, COGO-enabled attributes, rights-of-way and subdivision layers, metadata, QA/QC documentation, training materials, and a final project report. Kane County will provide available records including existing parcel fabric data, tax database information, legal descriptions, plat records, recorded surveys, aerial imagery, and existing PLSS control data, though the County does not guarantee completeness or accuracy.
Evaluation criteria are weighted as follows: Technical Approach (30%), Relevant Experience (25%), Qualifications of Staff (20%), Cost Proposal (20% using lowest-price evaluation), and References (5%). The highest-scoring proposal receives the award.
