About this opportunity
Emery School District (ECSD) is issuing a Request for Proposal (RFP) for Continuous Improvement Expert (CIE) Services to support Green River High School's participation in the Utah State Board of Education Springboard School Grant program. The procurement seeks qualified CIE vendors to provide focused consulting services aimed at improving student performance and academic culture at Green River High School, a small rural secondary school serving grades 7-12 in Emery County with fewer than 1,000 students. The scope of work requires vendors to establish a coherent, school-wide system of rigorous, student-centered instruction with aligned expectations and to create a school-wide culture that elevates academics as a shared priority through family engagement and removal of student barriers to attendance and engagement. The contract will be structured as a one-year agreement renewable annually through June 30, 2029, encompassing a planning year and two implementation years (2026-2027, 2027-2028, and 2028-2029). Deliverables and key objectives include systems alignment and vision setting, instructional improvement and teacher capacity building, data systems and continuous improvement cycles, culture of accountability and collaboration, and family and community engagement initiatives. Evaluation will consist of three stages: an initial review for mandatory minimum requirements (including USBE pre-approval status), a technical proposal evaluation worth 80 points (40 points each for the two primary focus areas), and a cost proposal evaluation worth 20 points, with responsive proposals scoring a minimum of 60 technical points advancing to cost evaluation. Critical deadlines include questions due by April 20, 2026, at 3:00 PM Mountain Time via U3P, proposals due April 27, 2026, at 3:00 PM Mountain Time via U3P, and final award notification by April 30, 2026.
Bidders must be USBE pre-approved CIE vendors to be eligible for this procurement; vendors lacking this pre-approval designation will be deemed non-responsive. All proposals must be submitted electronically through the BONFIRE procurement platform with technical and cost proposals submitted separately, and vendors must comply with Utah Procurement Code UCA Chapter 63G-6a and all State of Utah Standard Terms and Conditions. Required insurance includes workers' compensation coverage, commercial general liability of $1,000,000 per occurrence/$3,000,000 aggregate, and commercial automobile liability of $1,000,000 combined single limit if vehicles are utilized. Technical proposals must include itemized annual breakdowns of tasks and resources without cost information, while cost proposals will be evaluated on a competitive basis with the lowest-cost proposer receiving the maximum 20 cost points. The total contract value is not to exceed $90,000 over the three-year period, with a maximum of $30,000 per year, providing a defined budget framework for vendor planning and cost proposal development.
