About this opportunity
Duchesne County, Utah, is procuring asphalt pavement crack sealing services for roadway maintenance under Project #2509-060, with bidding documents available through Jones & DeMille Engineering, Inc. The project scope encompasses the application of approximately 40 tons of hot-pour asphalt crack sealant to existing county roadways, with potential for additional quantities to be awarded. Qualified bidders must possess a valid Utah state contractor license, evidence of authorization to do business in Utah, and comprehensive insurance coverage including workers' compensation, commercial general liability of $2,000,000, automobile liability, excess/umbrella liability, and pollution liability. The bid will be awarded on a unit price basis with three components: mobilization (lump sum), traffic control (lump sum), and crack seal application (per ton). Written questions must be submitted by March 27, 2026 at 4:00 p.m. MT to Karissa Musich at karissa.m@jonesanddemille.com, and sealed bids are due April 3, 2026 at 1:00 p.m. MT at 60 West 400 South, Room 4, Duchesne, Utah 84021, with public opening during the Commission Meeting on April 6, 2026. The contractor must achieve substantial completion by May 24, 2026 and final completion by May 31, 2026, with liquidated damages assessed at $930 per day for failure to meet the substantial completion deadline and $560 per day thereafter.
Duchesne County has implemented a local preference provision allowing contract award to a responsive and responsible local vendor whose bid is within 10 percent of the lowest non-local vendor's bid. Bidders must submit bid security equal to 5 percent of the maximum bid price in the form of a certified check, bank money order, or bid bond, and the successful contractor must execute performance and payment bonds equal to the contract price. No pre-bid conference will be held, and printed bidding documents are available from Jones & DeMille Engineering, Inc. at 520 West Highway 40, Roosevelt, Utah 84066 for a non-refundable fee of $40 per set. The anticipated total project bid price is approximately $130,000, and the contractor must comply with all applicable federal, state, and local laws and regulations, including Blue Stakes of Utah notification requirements before any excavation work. The owner reserves the right to reject any or all bids submitted, and contract award will be determined based on responsive and responsible bidders meeting all specified qualification and insurance requirements.
