About this opportunity
Gilpin County is seeking a qualified General Contractor to perform comprehensive civil and architectural construction and repair services across multiple county facilities through a Request for Proposal (RFP) issued on April 10, 2025, with proposals due by May 8, 2025. The project scope encompasses construction and repair work at three primary sites: the Gilpin County Community Center, Justice Center, and Health and Human Services Facility, along with additional parking lot and court surface work at the Historic Courthouse, Library, and Pete Gones Park Basketball Court. Contractors must demonstrate expertise in civil construction, demolition, earthwork, asphalt and concrete installation, grading, and drainage improvements. The evaluation criteria for the contract will be weighted across several key areas: cost (30%), project understanding (25%), business experience (15%), methodology (15%), management plan (10%), with a 5% preference for minority and women-owned businesses. Site walks are highly encouraged for all interested parties, and firms are specifically asked to highlight their self-perform capabilities. The county reserves the right to reject any proposals and will select the contractor offering the best overall value, not necessarily the lowest price.
The RFP allows for potential multiple contract awards, with an effort to distribute work equitably among qualified vendors. While specific set-aside designations are not explicitly detailed, there is a noted 5% preference for minority and women-owned businesses in the evaluation process. Proposers must submit detailed technical and financial proposals separately, including comprehensive information about company history, project experience, personnel, and client references. The county anticipates a project start date of June 2, 2025, though specific budget ranges are not disclosed in the provided documents. Contractors will be required to provide all necessary labor, materials, documents, research, and permitting for the satisfactory completion of the scope of work. The plan sets provided include detailed civil engineering drawings, site plans, grading plans, erosion control plans, and architectural specifications for each facility, suggesting a complex and multi-faceted project requiring significant technical expertise and comprehensive construction capabilities.
