About this opportunity

The Giles County Industrial Development Authority (GCIDA) is issuing a Design-Build Request for Proposal for the renovation of approximately 3,200 square feet of the former Giles County Hospital located at 1 Taylor Avenue, Pearisburg, Virginia 24134. This procurement utilizes the Competitive Negotiation method and does not require strict compliance with the Virginia Public Procurement Act. The scope of work includes creating a 100+ seat capacity administrative board room with board dais, public restrooms, and additional meeting rooms (executive conference room, two additional conference rooms, and storage areas) to accommodate county administrative functions including meetings of the IDA, Board of Supervisors, and Planning Commission. The interior construction specifications include light-gauge metal stud framing with painted gypsum wallboard, 24-inch by 24-inch carpet tiles in the board room with luxury vinyl tiles in other areas, 4-inch rubber wallbase trim, solid core wood doors in hollow metal frames at interior locations and insulated galvanized hollow metal doors at exterior locations, and 24-inch by 24-inch suspended acoustical panel ceilings (except the board room which will have exposed and painted existing construction). The project also requires modifications to the existing fire sprinkler system, installation of a new HVAC system (including a 1-ton ductless split system and 12.5-ton ground-mounted packaged unit with demand control ventilation), and upgrades to electrical power and lighting infrastructure. All work must comply with the 2021 Virginia Existing Building Code, 2021 Virginia Construction Code, 2017 ICC/ANSI A117.1 accessibility standards, 2021 Virginia Mechanical and Plumbing Codes, 2020 NFPA 70 National Electrical Code, and 2010 ADA Standards. Proposals must include firm qualifications, design-build team organization, key personnel resumes, a minimum of three relevant projects, proposed schedule, three references, and a bonding capacity letter. The contractor must provide 100% Performance Bond and 100% Payment Bond and maintain certificates of insurance. The evaluation criteria include price, experience, qualifications, technical approach, schedule management, cost control strategy, and past performance. The proposal deadline is April 16, 2026 at 2:00 PM, with a non-mandatory pre-proposal conference scheduled for March 30, 2026 at 1:00 PM at the project site. Written questions are due by April 9, 2026, interviews may be conducted on April 23, 2026, and notice of award is expected May 6, 2026. Proposals must include three physical copies and two electronic copies on flash drive, with proprietary information clearly identified.

The RFP documents do not indicate any specific set-aside designations, restrictions on organization types, or disadvantaged enterprise requirements applicable to this procurement. No incumbent vendors or current contractors are identified in the available documentation. The project will require integration with the existing fire sprinkler system, which will need modification to respond to the new space layout, and connection to the existing Siemens fire alarm system. The contractor must also ensure compatibility with the existing main electrical switchboard, to which the new 225-ampere panelboard will be connected. No specific award value or budget range is disclosed in the available RFP documents; however, the substantial scope of work—including HVAC system installation, electrical upgrades, plumbing infrastructure, and interior finishes across 3,200 square feet—suggests a significant project investment. The selected contractor must substantially complete the work within 270 consecutive calendar days from Notice to Proceed and achieve final completion within 30 consecutive calendar days thereafter, with required certifications including Anti-Collusion, Drug-Free Workplace certification, proof of insurance, and W-9 Form submission.
