About this opportunity
The South Dakota Board of Regents (SDBOR) is seeking proposals for a comprehensive Gift Card Management System to serve six SDBOR institutions and two special schools. The RFP aims to replace the current manual gift card purchase and distribution process with an efficient, secure, and controlled electronic system. Proposed solutions must support both physical and electronic gift card management, with capabilities to track recipients, enable 1099-NEC tax reporting for individuals receiving over $600, and accommodate international gift card recipients. Key deliverables include a system that can integrate with Jaggaer eProcurement and Banner systems, manage card issuance and distribution, and provide robust tracking and usage controls. Evaluation criteria will encompass cost, system functionality, vendor references, and system demonstration. Critical dates include a proposal submission deadline of July 28, 2023, at 2:00 PM CT, with potential presentations and discussions scheduled from August 1-15, 2023, and an anticipated award and contract negotiation by August 31, 2023. Offerors were permitted to submit questions until July 12, 2023, with inquiries directed to darby.ganschow@usd.edu.
The RFP does not specify specific set-aside designations or restrictions on respondent organizations, indicating an open competitive procurement process. The system is expected to support an estimated 2,000-6,000 annual study participants across SDBOR institutions, with an anticipated annual budget ranging from $200,000 to $600,000 for gift card purchases. The RFP allows proposals from both domestic and international vendors, with services potentially performed outside the United States. Integration requirements include compatibility with the existing Jaggaer eProcurement punch-out catalog and the Banner system. While no incumbent vendor is explicitly mentioned, the procurement seeks to replace the current decentralized gift card management approach with a centralized, technologically advanced solution. The SDBOR reserves the right to reject any or all proposals, maintaining flexibility in the selection process. Pricing considerations include fees for card activation, hosting, and potential international transaction costs.
