About this opportunity

The Texas Juvenile Justice Department is requesting bids on HVAC system upgrades at the Giddings State Juvenile Correctional Facility under IFB GID-HVAC-EDU, with bids due August 31, 2026 at 1:00 p.m.

The scope comprises removal and replacement of three separate HVAC systems across facility classrooms: a 5-ton gas-fired package unit with new thermostat in the culinary classroom; a 5-ton heat pump split system with 20 kW heat kit, thermostat replacement, and refrigerant line reuse in the industrial classroom; and a new 5-ton heat pump split system with 20 kW heat kit including ductwork, electrical, drainage, and support infrastructure in the horticulture classroom. All work must comply with state and local codes and the National Electrical Code. Electrical items must meet OSHA standards and bear appropriate listings from UL, FMRC, or NEMA.

Bidders must provide detailed material and parts specifications and quote prices on a freight-on-board destination, freight prepaid basis. The state reserves the right to make awards based on best value or any other combination serving the state's interests and may reject bid items in its sole discretion. Bid prices must remain firm for a minimum of 120 days from the bid deadline. Liquidated damages of 2% of the total contract cost per calendar day may be imposed for failure to perform services or complete obligations timely.

Successful respondents must obtain and maintain appropriate insurance coverage, including workers' compensation and commercial general liability with companies rated "A" by A.M. Best, and must provide proof within five business days of award. Respondents must possess a Texas Payee ID Number, Federal Employer Identification Number, or Social Security Number for sole proprietors. The state is exempt from sales and federal excise tax; respondents are responsible for all applicable taxes.

Site visits are strongly encouraged; contact Maintenance Supervisor Robbie Toland at (979) 716-8275 prior to bid submission. Bids must be submitted electronically via email to Shande Vaughan at shande.vaughan@tjjd.texas.gov with the bid opening date and requisition number clearly noted in the subject line. Bids must be time-stamped on or before opening time and signed; late or unsigned bids will not be considered.
