About this opportunity

The Greater Hartford Transit District (GHTD), a quasi-municipal corporation operating under Chapter 103a of the Connecticut General Statutes, is seeking proposals for converted wheelchair accessible vehicles through Request for Proposal (RFP) #10-023. The procurement is specifically targeting vehicles to support public transportation services in the Capitol Region of Connecticut, with a focus on serving sixteen member towns in Hartford County. The solicitation period runs from March 2, 2023, to March 28, 2023, with a virtual pre-proposal conference scheduled for March 8, 2023, at 10:00 AM via Zoom. Vendors will have a Q&A period from March 2 to March 13, 2023, to seek clarifications about the procurement. Proposals are due by March 28, 2023, at 2:30 PM EDT, with delivery terms specified as Free On Board Destination and payment terms to be vendor-specified. The RFP includes multiple addenda and an attachment for approved equal requests, indicating potential flexibility in vehicle specifications.

The solicitation appears to be open to all vendors without specific set-aside designations or restrictions on organizational types. No information is provided about incumbent vendors or existing infrastructure requirements for integration. The RFP does not specify a total estimated contract value, line item quantities, or specific pricing terms, leaving significant flexibility for vendor proposals. The District is authorized under state and local law to request, receive, and manage grant funds for this procurement, suggesting the project will be supported by grant financing. While specific evaluation criteria are not explicitly detailed in the available documents, the procurement seems designed to provide the District with converted wheelchair accessible vehicles to enhance its public transportation capabilities in the Capitol Region. The lack of precise contract value or quantity details indicates the District is seeking competitive proposals that can meet their transportation vehicle needs.
